Im looking to buy a new 1060 and evga is pretty cheap but im not sure if ALL of their 1000s card is affected or just the ACX

anything that is not the founders edition. they are working on fixing it.

It's just the ACX 3.0 1060, 1070 and 1080.

All cards being sold by EVGA as of 11/1/16 are now shipping with the pads pre-installed. If you buy from Newegg or anyone else, just head over to their website and ask for some free pads.

Did you read the update from @zMeul ?

 

They will uptate the vBIOS of their  GPU'S

This.  I'd buy direct from EVGA if you can, if they have what you want in stock.
