Whats ARC? And by CX do you mean the Corsair line of PSU's?

 

As for keeping dust out, it'll come down to your case, if it has any dust filters for where the psu fan sits.

It's dependent on if your case has PSU exhaust dust filter, and what quality the dust filter is.

Rosewill arc and corsair cx series with green logos are rather mediocre psus. What system will you be powering on them?

Fan speed and heat dissipation probably has something to do with it but it will be a negligible difference in amount of dust. Just buy a good quality filter for your PSU exhaust if you don't already have one.

There'll be barely any difference in the amount of dust based on the PSU. it comes down to the filter more than anything

No PSU is better at keeping dust out than another. Just get a case with a decent dust filter.
