Background noise from microphone?

Hi!

So I bought a new USB microphone and it has loud background noise on my PC. I tried to plug it in my laptop and that background noise was gone, so it only happens on my PC.

My friend said that it could be due to a bad PSU, so I was wondering if that could be true?
