A possible culprit for your issue is the Monitor. As you said, the issue can't be picked up by a screenshot meaning it's only a display issue and not really a GPU issue, because if it was a GPU issue the green line would be picked up in the screenshots.

Maybe try another monitor or a different display cable.

may i know how to do that? i found the solution nvidia gave on its website but i cant "rollback" my driver on device manager. is there any other way?

You could uninstall the drivers as a whole and install a driver from this page http://www.nvidia.com/Download/Find.aspx?lang=en-us

It might just be a GPU issue, attempt to RMA.

Hey i have a new updates to tell you and some question to ask. I just removed the gpu and put it back onto the motherboard and tried to play csgo and watch some videos to test it out, the problem is fixed but just now i noticed that the fan of the gpu is not moving. Is it always that way and it work when its hot or is it suppose to spin?

Download MSI afterburner and all the info should be there. https://gaming.msi.com/features/afterburner

edit: the temperatures will show up in the application so if your GPU has low temps it might be why.
