My friend who's not so computer smart want's to build a gaming rig for Recording Gaming Footage, Editing that Video and putting it on his YouTube channel. (Just like every gaming YouTuber...) But he's hardcore about getting 4K at  at least 60FPS, since i'm a 1080p guy I don't really have any good recommendations other than go NVIDIA for shadowplay. I told him that 4K gaming is going to be around $1000 (which seemed reasonable to me) but he kinda was just schocked. 

Either way what kind of price range and type of parts should he get? 

He'll be playing games like BF1 Fallout 4, Call of Duty, but wants 4K

budget and 4K gaming don't really go together lol

 

if you want a solid 4K 60fps in any of those games, you're looking to do SLI 1070s, 1080s, or a Titan XP (possible SLI). of course this assumes that he wants high/ultra settings

If you're trying to max a ton of games out at 2160p forget it. But the Fury X is relatively competent at 2160p given that your expectations are reasonable.

But maxed out 4K on single 1070 can manage at 30fps which is pretty decent

It's just my opinion. Obviosuly there is a huge diff between 60 and 30

like you said there's a difference between 60 and 30. a single 1070 can't do 4K 60

Moral of the story, It's not cheap, and it's definitely not going to be under $1000 at 60fps at 4K.

That's not the moral of the story. If your friend is willing to mess around with settings a $1000 rig with a Fury X or 1070 can easily manage 2160p at 60fps in many games. Battlefield 1 at medium/high? Easily doable on both cards. Black Ops 3's performance profile I'm not sure about. Ditto with Fallout 4.
