Is my CPU bottlenecking?

Hello

Im playing BF1 recently and Im noticing that my CPU usage goes up to 100%, while my GPU usage is around 70-90%. I tried pretty much every solution i could find to fix the problem, but i still get drops from 60 to 30 fps. Changing Video settings doesnt really have an impact on fps. I should be able to run the game smooth on low, but thats not the case. I really need help fixing this problem.

What are your CPU temps? What is your memory clock speed and memory usage?

Yes that is a bottleneck, if it doesn't happen often then its fine, if not see if there is anything running in the background that can be turned off.

Im really confused. Yesterday I tried setting everything to low without any noticable impact (~5 fps). But I just tried it again and now I get 70-90 fps, but some micro stutters (not many and really not that big of a deal) with VSYN disabled both times. The CPU usage goes from 85-100% depending on map and so on.
