well, what programs are keeping your CPU and RAM under load? you should see those in task manager also.

If installing the software made your PC run slow then the next logical step is to remove it.

that peep is likely just your motherboard confirming a succesfull boot, although its weird that it even has an POST speaker, most motherboards nowadays have some function leds that display errors during boot. you should confirm with your manual what the POST codes mean for your motherboard. you should check task manager or resource monitor to see what is hogging up all of those resources. windows 10 also is known to fuck up sometimes since its a pretty new OS and that would require a reinstall.

thats windows defender using 10% of your cpu, and windows desktop taking up another 5% windows host process taking up 5%. and cam taking up 8%. cam is an optimizer program that can completely fuck you over, try removing that. also what are your system specs?

try disabling windows defender, might be that its trying to scan shit in the background or something weird. if that doesn't reduce cpu usage by 15% then i would just reinstall windows. have you downloaded anything shady at all? because windows host process is often a target for viruses etc. and its using a lot of disk writes and reads, could be a virus replicating itself. how much ram do you have installed?

RAM is no real problem. Most of the RAM was because of the Chrome in your pic. So shutting those down should be good. You ahve turned of the PC in between btw, or is it running in standby? If yes, shut it down every now and then. Windows sometimes builds up stuff overtime that decrease performance.

It's possible that 1 of your threads is near maxed out. As others also mentioned the antimalware stuff, I think you need to look there most. Also disable CAM FPS in the software. Those fps sensoring programs can make stuff slow in game. On my sytem CAM software only uses 60-80 MB.
