For some reason I am having some graphics issues. I have a GTX 980 (windows 10) and HD games run beautifully, however during normal use I get tearing effects.

 

Not in the sense that one part of the screen gets delayed later but that you can briefly see the wallpaper behind the window, or black and white. The tearing is in wierd shapes mostly centered around the vertical middle of the screen. Although the height range of the tear isn't uniform, it does go across the screen.

 

I haven't been able to track down a reason why however I have noticed a couple things that might be responsible.

1. I have a dual monitor setup, only the other monitor is from when Pentium processors cost a fortune and were considered "high tech". However I have not seen tearing on that display, only on my Acer H236HLbid 23.0" 60Hz Monitor.

2. For some reason I can't change settings in windows 8. For example it will show that I changed my proxy, but it won't actually or it will freeze that part of the interface.

3. I have seen it once when I was watching the presidential debate, for some reason whenever I moved my mouse the effect would appear somewhere random on the screen. Once I clicked the window the effect was gone.

4. Often times this happens with Paint.net.

5. I have not been able to instal a NVIDIA "Game ready" driver in awhile because the download bar is stuck at 0.
