Yes, some cases include an adapter like that.

Yes, they are just useful when your front panel has the 3.0 connector, but your  motherboard only has 2.0 headers (or you have already used all the 3.0 ones), so at least you get front 2.0 instead of nothing  

Apparently that's what OP wanted, but it's good you mentioned it, because it could look like some magic trick to upgrade the USB type
