Games having very inconsistent frame rate??

Above is a test of my assassin's creed IV gameplay, which has a very inconsistent frame rate at reasonable settings, and my graphics card is more than capable of handling this game.  What part is having trouble here? Is my CPU bottlenecking? If not, what can I change to fix this? This is also happening in a moderately modded copy of fallout 4 and a vanilla copy of gta 5. I use zotac's firestorm for managing voltage and MHz, but I'm running my card at default settings to I'm not sure what to change to fix this. Any ideas?

Have a look at your cpu/gpu load when the games running, if cpu hits 100% and the gpu isn't near, then it'll be the cpu bottlenecking

Download a hardware monitor. Something like hwmonitor should work, or msi after burner.

Task manager(very inaccurate), msi after burner(gpu), or cpu-z/gpu-z.

AC games are notorious for their crappy pc ports, gta v can be demanding as fuck, especially if you tweaked the advanced options.

 

To view the usage percentages and stuff, I'd recommend msi afterburner, go into the settings and enable the osd (on screen display)

I assume this is bottlenecking? if so how to fix?
