It kinda sounds like:

Maybe a little softer but still just as annoying.

It comes and goes. It mostly starts when I first turn on the monitors. It usually quiets down if I just idle at the desktop. Goes away for a while. Sometimes it won't come back for a long time, then while browsing/watching videos/playing a game, it might come back up. Restarting/turning off and on doesn't make it go away.

I've pinpointed it to somewhere in the bottom of the pc which includes the gpu/psu+3 hard drives. It's louder towards the back. I would starting takings things off, but I don't really like the downtime. The pc otherwise works fine. All drives work fine. Games aren't throttling, nor are the fans not running. The pc isn't restarting or turning off. It's just a weird chirping sound that comes and goes. Inside of case isn't caked in dust or anything, just a little fine dust here and there. Hard to tell the psu though since it's mounted face down at the bottom. There are filters, but nothing fancy. Just the filters that came from tesseract case. I ripped that top filter off and mounted in on the side so all intakes have the same filter.

It hasn't happened when the monitors are off, so I'm guessing it's most likely the gpu. But listening to more stuff on youtube about it, kinda makes me wonder if it's a hard drive issue too. I did put in an old 320gb seagate hard drive. I have tried using the drives while the sound wasn't happening and the sound didn't come up. It can't be a weird psu problem can it? I've had many psu go click of death on me, but I'm not gonna pretend to be an expert and think that's the only way for one to die.

Since I'm unwilling to physically troubleshoot it since it's not causing any real problems other than an occasional annoyance, would it be fine to just ignore it?

That sounds like a harddrive. You should figure out which one and back up the data

He wants to be let out, try opening your case door.

Seriously though, sounds like the reader arm on a hdd, or (unlikely but easy check) a fan clipping something

Maybe a gpu fan? Anyway you should check it out. Ignoring it for the sound is ok, but still you shouldn't. If there is something wrong or on point of faillure and it says: Nuke Explosion..gif you don't like it either if you need new parts, what possibly could be avoided by a simple fix.
