Hello, I need help with a pc build for my friend,  he has about 430 USD and he is not planing on gaming but all he wants to be able to do is edit and render videos for his YouTube beacuse that is the main thing this pc will be used for other than school work.

I don't know how to go about this I was debating between a FX-6300 or a i5-2400 off ebay for the processor but if you guys have any better suggestions let me know.

I hope you guys can help me out

if you're near a microcenter, grab the fx 8320E and a cheap am3+ mobo, they have a $40 off discount when you buy a compatible AMD cpu and mobo.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

I would believe, let me believe please, going with a amd cpu would make more sense here to the more available cores which would be better for rendering. I'm aware of the think called intel quick sync which improves rendering times, but I don't think that's available for any intel chip you could purchase for 430 usd here's your best bet for rendering atleast 720P 60FPS h.264.

How important is the video card in this build? Because this guy will never be touching a game on this pc.

I didn't realize that you had put "non-gaming" when I first read, I mean I've never touched CUDA Acceleration, but that can be used to accelerate video rendering in premiere and vegas when editing, I think base-line getting a 8 core amd cpu should do you find for rendering in this price but I'm not really sure what else to use the budget for, I got to around 400$ with a decent cpu for editing, and the essentials but the extra 30 dollars I'm not sure what to do with.

if the rendering or editing app supports CUDA or OpenCL accleration, the video card will help to cut down on rendering/editing times.

I was assuming that he knew this, any low end card will do with a hdmi, dvi, vga port. And I just got a cheap decent brand motherboard with the essentials to maximize the money performance for the cpu and gpu, although I didn't realize when I made the first build a gaming grade gpu wasn't required.

*Edit

Motherboards also don't improve performance by much at all, if any difference at all, all your paying for after the essentials (8pin eps connector, and full 24 pin with usb 3.0) is color scheme and extra partially useless features.
