Is the  ASRock H170M PRO4   a good pair with an i5-6500 and RX460 ?

First I was like : "let`s get the cheapest mobo, cuz low buget" ;  but then I was like : "I`m going to use this pc for at last 3-5y" .

I kind of like it (the look) ,  nice I/O , and other small features that I may use in the future.

Second question:

In the screenshot you can see that it has 2 x Chassis Fan Connectors (4-pin) , my case comes with 3 fans and I will buy one more , and... how am I going to connect the other 2 fans?

I would recommend getting a board from Asus or msi

you can use a molex to 3 pin adapter (they usually come with your psu) or a y splitter.

Having issues with a Corsair AIO? Possible fix here:

Spoiler

Are you getting weird fan behavior, speed fluctuations, and/or other issues with Link?

Are you running AIDA64, HWinfo, CAM, or HWmonitor? (ASUS suite & other monitoring software often have the same issue.)

Corsair Link has problems with some monitoring software so you may have to change some settings to get them to work smoothly.

-For AIDA64: First make sure you have the newest update installed, then, go to Preferences>Stability and make sure the "Corsair Link sensor support" box is checked and make sure the "Asetek LC sensor support" box is UNchecked.

-For HWinfo: manually disable all monitoring of the AIO sensors/components.

-For others: Disable any monitoring of Corsair AIO sensors.

That should fix the fan issue for some Corsair AIOs (H80i GT/v2, H110i GTX/H115i, H100i GTX and others made by Asetek). The problem is bad coding in Link that fights for AIO control with other programs. You can test if this worked by setting the fan speed in Link to 100%, if it doesn't fluctuate you are set and can change the curve to whatever. If that doesn't work or you're still having other issues then you probably still have a monitoring software interfering with the AIO/Link communications, find what it is and disable it.

No, but I will.

Spend the extra $60 ish dollars in total for a z170 board and the 6600k, will allow for overclocking so the cpu will stay relevant for longer. The price difference is minimal so if you can do it would for sure suggest that.
