You could try a Noctua NH-L9i, but I don't know how much difference it would make.

Edit - Lol - I just notice the "besides the L9i" part. :)

 

Edit #2 - I wouldn't worry about the 75C too, too much if it's only "bursts" under load. But, make sure your thermal paste is properly applied. You could try removing the cooler and re-doing the thermal paste - not too little, not too much. :)
