pc boot issues

have a pc link https://pcpartpicker.com/user/masterkickass7/saved/#view=wYr7P6 using a old oem case out of budget it won't boot it gives 4 beeps and sometimes boots to bios

On older/legacy Intel boards, four beeps is indicative of a problem with the system clock and could potentially be irreparable. Have you tried resetting the CMOS via either removing and replacing the CMOS battery, or via the motherboard jumpers?
