GPU won't let the PC display

Just build a new pc. I have it running now with the integrated gpu but I need to start the gpu now but it doesn't post with either when the gpu is installed. I can't even install the driver for my 1060 until the card in installed. I can't hear windows boot up but the monitor is just black.

Have you checked the input setting on the monitor? My monitor required me to press a button to change it from DVI to DP.
