Got somewhat similar issue as well.

In my Case, the VGA_Led light is solid red. Tried putting the Video card on anther slot but still nothing.

Looks like MB got short or something

Then you must have tried anything. You know must be thinking to buy a new set of mobo, ram +cpu. Either wait for zen kabylake or buy skylake. I don't know if you have the money since you just got the 1070.
