Kali is an operating system. Linux is the name of multiple OS where Kali, Ubuntu, Fedora, CentOS, and others are part of it.

You can get it with Virtual Machine on Windows 10 or intsall it as a stand alone operating system either replacing Windows or put it along side (dual boot)

I think you misunderstand what "Kali" and possibly "Linux" are/is...

Provided you have Windows 10 Pro - Windows 10 home DOES NOT come bundled with the Hyper-V Client
