if you have the money you can get nice temps on water, but air is normally enough for most things.

that really depends on a multitude of questions that if you could answer for me that would be great.

1. do you plan on overclocking?

2. What is your budget?

3. Are you talking about hardline cooling? or just a regular watter cooler like a corsair?

4. Are you willing to deal with a little bit of fan noise should you decide to get an air cooler? The Cooler Master Hyper series coolers are renowned for their low noise as well as being better than a stock cpu cooler all around, but a high performance cooler like a noctua will generate allot more noise especially when overclocking and stress testing.

i want that my cpu is still low on temp even when its on load

 

I dont want a lot of noise so is watercooling better then? i am not possible to hardline cool my pc bcs there is no watercooling block for my custom 1070

if you're pushing oc's as far as possible and still need low noise, there's no replacement for how well liquid cooling performs. 

Otherwise, air cooling is usually cheaper and can get quieter than liquid cooling ever could.

A solid side panel might lower noise a bit compared to a window but that is sometimes not always the case depending. If you're not sure, get whichever is cheaper.

I agree, but to the op, if you are not going to do an insane overclock, don't waste your money on a high end water cooler. You can get a cooler master hyper 212 which is unmatched in price to performance, weather for the sake of quietness or for minor overclocks.

Depending on where you're shopping/located, there can definitely be better coolers at a similar price.
