Lower memory frequency

The memory speed of the GPU in my laptop should be 800 MHz as stated in GPU-Z, but it is actually running at only 216 MHz. I don't think it is caused by throttling because it never goes above 216 MHz even at the beggining of a gaming session (While gaming it can reach a wopping 93C. The high temperature is likely caused by clogged air intakes, whis PC is not quiet). What could be the reason for this? The core clock is where it should be, at 725 MHz, so the memory speed is the only thing that is being affected by whatever it is that is wrong. 

Windows 10 Home (64-bit)
Intel Core i7-2630QM @ 2Ghz
ATI Radeon 6770m
