I had my oc stable on 1300 mhz , no v offset. But after while the gpu maxed out at 600. A fresh install of the same driver fixed but after overclocking the same problem came to bite me. I use msi afterburner. And yes ive tried setting my gpu to performance. thanks

What are you doing when you're testing the clocks? Are you running a game/synthetic graphics load? If not then do that as GPU boost has a lot to do with clocks. If the GPU doesn't need to be at it's highest clocks then it won't. My 980ti at desktop sits at around 135MHz core clock. Whereas in games with no core clock offset it manages to reach the 1300-1400MHz range.

ive ran furmark and valley, still maxes out at 600

Are either power or utilisation at 100%? Try increasing power limit.

How are you overclocking? There might be a problem there.

i increase the power limit to 110% then put cor offset to 270 and it works

Core offset of 270MHz is a bit extreme if I'm not wrong. GPU Boost will try to boost the card up to 1300MHz and what you're telling it to do is try 1570MHz? Try setting the offset to 50MHz. (Please correct me if I am wrong about GPU Boost, I haven't really researched it into too much depth.)

Set the offset to 50MHz and see what clocks you get, and whether they're sustained.

Reinstall a Driver sometimes isnt enough if its corrupt. Delete it with DDU, clean the Registry with CC Cleaner and reinstall the latest Driver. Run a Benchmark for 30 Minutes without OC to see what happens.

my card stock core is 1026, an offset of 270 is normal
