GPU throttling

I have been having issues with my gtx 1080 where no matter what game i play, the clock speed will drop from 1700MHz down to 450MHz(roughly) every minute or so. I don't believe its a thermal issue as i never see the temps go above 70.

 

my rig:

gtx 1080

i7 6700k

1000W evga power suply

nepton 240m cooler

16GB DDR4 ram

boot SSD

2 x hard drives

ASUS Z170-A motherboard

usually that is an indication of a driver issue, instability. running factory core clocks?

I reinstalled all the drivers i could think of and so far it hasnt lowered the clock speed. but my frame rates are more inconsistant than with my gtx 970( though they are playable now.

have you changed your power settings to your gpu for maximum power?

so thats the pci power setting and the power management in nvidia control panel
