Yeah it will but to be honest, if you even need to ask whether it will work or not, you probably should show more restraint and not squander money on a GTX 980ti.

I don't know how you can judge the build without knowing the monitor specs. If you have a 1920x1080 monitor with 60Hz refresh rate, then go with the second build for sure. If you have 1440p or 144Hz monitor, then everything changes.
