Get a different SSD (recommend Samsung 850 evo) 

 

for ram I would get either a single 8 GB stick and upgrade later or get a 2x8GB pack.

 

That monitors also about the size of a notebook.. I'd at least get something 24". - But thats more so personal preference.

I recommend getting a better graphics card, monitor, and power supply, but the power supply is optional.

Replace the SSD and the HDD with a SanDisk Ultra II 480 GB.

 

Also, change the cooler and PSU to a reputable brand. (EVGA for PSU and Corsair and NZXT for cooler)

If you don't really need the optical drive, this build will come in under budget. If has a larger ssd and the desired 16GB of memory. As well as a better monitor.
