Trying to do bios mod, confused about conversion to hex

I'm doing a ROM bios mod for a gpu and can not figure out how these guys "converted" There clocks to what it says in this graph. Can anyone else point me in the right direction? any converters i've found online get completely different answers.

I checked with my calculator and the first "dec to hex calc" search result on google and the numbers match up.
10300010 = 1925816

13250010 = 2059416

Both of these are true statements.
