PC doesn't shut off

My desktop doesn't shut off completely when I hit shut down or press the power button.  It turns off but the fans keep running and the power light stays on. Then if I try to turn it back on it does nothing. I have to hold the power button to shut of completely. I think the problem is that it's set to automatic start up when power is connected but I don't know how to change that.  Any one have any suggestions?

either power settings on windows or in your bios
