I personally don't even like Precision X, why do you not use MSI AfterBurner?

i used to use afterburner but i found that it does not have the ability to prioritize temp or power target like precision x does

It does, you just have to show it it (it's hidden by default).

On Precision, you have to click in the top left corner where it says start with windows. I thought initially that it was the box inside settings, but it is actually the option on the top left when you are on the main screen of Precision.

I don't... remember. I just did it so long ago by messing with what's available under settings. Fiddle with it until you can find the thing, shouldn't be too hard.

But if I recall correctly, you have to change the interface / layout.

That is very odd. I would say there is probably a setting somewhere within windows that has blocked it from starting. Windows now has this feature where it will ask you on some of the startup programs that hog resources if you would like for them to no longer be started on boot, and it is very easy to miss and and accidentally add a program to the list without realizing it.

I wish I could be of more help! :(
