Urgent Need Help

My Rig: 

motherboard: GA-970A-D3 AMD 970 Chipset Socket AM3+ 

GPU: 1060 SC GTX 6GB

CPU: AMD FX-9590 4.0GHZ 

RAM: 16gb DDR3 

PSU: 800 Watts

Case Fans: 8 

CPU Cooling: Corsair Hydro Series H60 120MM Radiator and 120MM Single Fan    Closed loop

 

When I play games my fps will drop from the hundreds down to 10-20 fps for about 30 seconds then goes back up. I have tried so many solutions to fix it but nothing helped. Only thing I haven't tried was posting about it. This is my first time ever posting so I am sorry if this isn't the best way to post it or if I haven't put enough information in it. I know for a fact that it is not how I applied the thermal paste , I have applied it according to the pea method.

Maybe your gpu is throttling. What is the temps when gaming

It seems like my cpu when hits around 60 it would cause this problem in gaming. The gpu never overheats.

I hade the same problem first clean your pc and ram and after that check your hdd with hdtune

what do you mean clean my pc and ram ???    and can you provide a link for the hdtune ?

Also , I have recently bought the hardrive and gpu so I do not think there would be any problems there.

Also on speedfan temp 1 is always lower then temp 2 and 3 . They are usually 10-20 hotter and when my game messes up there usually at about 60.
