Phanteks Eclipse P400s

The Phanteks Eclipse P400s that I bought came with a fan controller with connections that are 2-pin only. Does that mean I would not be able to control fan speed? I tried connecting fans to the controller and turning the PC on, the fans spin, but when I press the fan controller its fan speed won't change. Is my case faulty or am I doing something wrong?

The connections should be 3 pin. Follow the instructions on page 23 of the manual. (http://www.phanteks.com/assets/manuals/PH-EC416P_Western.pdf)

Yes I have checked the manual, but I don't need the fan hub if I am just using 3 fans, right?
