I have a PC with the following spec:

i5-4670, Z87 mITX motherboard, 10GB RAM (8+2), AMD Radeon HD 6870, 120GB SSD, 2TB HDD, 1TB HDD, CoolerMaster low profile cooler, Elite 130 Case, and a 860 Watt PSU. I have Keyboard/Mouse/Mousemat, and those are not changing.

I also have around 600 euro and will have no monitor upon moving.

My uses for a PC: I will be studying programming, and later in my studies I might have to do CAD and other design work on computers. I like to game (CSGO currently) but I plan to enlarge my steam library with games like GTAIV and Solid Snake series. I might also start recording/streaming footage, so I need the computer to be able to handle playing recording streaming and then be efficient enough at rendering too.

My best guess for the monitor would be a 120Hz+ 1080p display. (any suggestions for me to fall under my budget are welcome) Since I am a student one for the PC would be enough, and if I want to I will just connect the PC monitor to my MacBook which is used for studying/portable work.

I am moving to Germany and taking this said PC. I am taking the CPU and HHD's with me. And the other parts will arive in late September or early October later this year. I have 3 options on what I can do with this PC. All of them involve

1) sell both the i5-4670 CPU(get 160-170 euro) and it's CoolerMaster heatsink(10 euro). Buy i7-4790K(or 4770K) and the new low profile cryorig heatsink and fan(hopefully on a sale). Buy another stick of 8GB HyperX blue and upgrade the GPU. However I don't know what card to get. I think I would be left with about 450 euro for the screen and GPU in this case. I have heard that the GTX 1060 is too fast for haswell CPUs... Maybe also swap to a smaller case(and modular psu) but that's low in the priority list.

Sell the PC entirely and build something with 1200 euro. (The best I think I can get for my PC is 600 euros) However here's where the two options come in.

2) Build an 2011v3 computer. With either a 6800K or the previous gen equivalent.

3) Build an 1151 computer With either a 6600K or a 6700K.

In both cases of buying a PC from scratch I think I would like to go for an mITX form factor, and a case smaller in depth than my CoolerMaster elite 130 case. But I don't know how I could fit a 'future proof' PC. What I mean by future proofing is that it'll be good for like 3 years without any major changes required.

I hope this post made sense. I'm trying to brainstorm the path which I should take. Any suggestions will be useful in me making my decision. Thx in advance.

I would advise you to build a X99 (LGA2011-3) PC with a 5820K.... The 6800K is not worth the extra money

CPU: Intel Core i7-5820K | Motherboard: AsRock X99 Extreme4 | Graphics Card: Gigabyte GTX 1080 G1 Gaming | RAM: 16GB G.Skill Ripjaws4 2133MHz | Storage: 1 x Samsung 860 EVO 1TB | 1 x WD Green 2TB | 1 x WD Blue 500GB | PSU: Corsair RM750x | Case: Phanteks Enthoo Pro (White) | Cooling: Arctic Freezer i32

Mice: Logitech G Pro X Superlight (main), Logitech G Pro Wireless, Razer Viper Ultimate, Zowie S1 Divina Blue, Zowie FK1-B Divina Blue, Logitech G Pro (3366 sensor), Glorious Model O, Razer Viper Mini, Logitech G305, Logitech G502, Logitech G402

And for a motherboard you can use the X99-E ITX from AsRock... But it doesn't support the 6800K out-of-the-box

Provided I have a second computer, it's not that hard to flash the BIOS isn't  it.

What would be a good GPU to pair it with but not exceed my total budget.

No, it is, as you need a compatible CPU... So get the 5820K and save some money...

A GTX 1060/RX 480 would be great!
