Its more likely that the DHCP server needs to be rebooted since devices are not obtaining IP addresses. Unless that house controls said server, its highly unlikely he did anything to influence that. 

So, I'm at my mother's home village on holidays and I dont have an internet connection for this house. The only way is through a public wifi hotspot. There are two wifi antennas on top of two houses covering the entirety of the village (It's pretty small). The problem is, that for the past two days no one has been able to connect to the wifi network on any device (for example on all mobile devices it stays stuck on the "Obtaining IP address message). There is a rumor, i don't know if it's true, that someone whose house the antenna is on kicked all devices in the village off the net. What I would like to know is: Can he actually do that and what can I do to fix this?

Thank you. I thought it was a bit too far fetched to be true. I'll look into this further.

not if there is some type of authentication server that requires you to login. But I doubt it because a normal IP scope would be a minimum of 254 IP addresses if they are using a private scope that is using NAT to a public address.

I doubt that there is one. Its a really basic network. Just a 50 mbps home network with no password that's supposed to be enough for everyone.
