My system boots strangely. When the system powers on, it holds power for around 1 second then the lights fade and then around 4 seconds later it turns back on and boots normally. Can this be linked to a bad PSU, or MOBO?

I have my parts list in my signature. I will provide a video of the boot in a few.

The system is stable after this. No crashes, no errors. TPU II is enabled in BIOS, same with XML. Some other settings are enabled, like Fast Boot. Does fast boot cause this? The issue only started today and i've had these settings for months.

The issue is only apparent after I cut off power from the PSU (like unplugging, or switching the PSU off. Don't worry, I fully power off the system before revoking power.)

The issue now lies in the POST involving the PCI test LED. It hangs for a bit then does this now. I tried the Easy TPU switch and set it to II like it was in the BIOS, and it hung on the PCI test. I set it back to TPU I on the switch and the PCI test still took time, but then did the boot loop later than normal. After the system did its loop it booted into windows. Is there a way i can easily provide the settings i set in my BIOS in some log file, or something of the kind? (I fully powered off the system, turned off PSU then slided the switch, dont worry)

I reseated all power cables with no change. This may lie in the BIOS or even a component. I hope these parts arent having issues, they are top of the line.
