Alright, so...

Right now i have this exsiting build that i think you all can see down below

But i'm going to be taking out that RAM and replacing it with 16GB 1600Mhz

Also, im going to take out that graphics card and replace it with rx 480

Possibly also replacing power supply because i have some bullcrap energon power supply and replace it with some corsair or coolermaster

So, i need a brand new case, motherboard, processor and maybe even some suggestions for nice budget peripherals ( all together up to 150$ ) mouse , keyboard , headset

and a 21˝+ monitor 60Hz 1080p

All of that under a budget of 500$

GPU: GTX 1060 6GB

RAM: 16GB HyperX RAM

CPU: R5 3600

Motherboard: ASRock B450 Fatal1ty gaming K4

OS: Win 11 Pro 64-bit

So it's $150 for mouse/kb/headset and $350 for case, mobo, cpu and monitor? Or is it $500 for case/mobo/cpu/monitor?

If it's just $350 then you can't get a better cpu+mobo that's better than what you have right now.

I think you got me wrong

I don't need better mobo and cpu...

I just need "lower end" pc so my brother could play stuff like cs:go and league with me not any intense games

You could've phrased it a lot better lol

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor  ($198.99 @ SuperBiiz)
Motherboard: Gigabyte GA-H110M-A Micro ATX LGA1151 Motherboard  ($45.99 @ Newegg)
Memory: G.Skill Aegis 8GB (1 x 8GB) DDR4-2133 Memory  ($30.98 @ Newegg)
Case: Corsair Carbide Series 88R MicroATX Mid Tower Case  ($46.98 @ Newegg)
Monitor: AOC i2267Fw 22.0" 60Hz Monitor  ($105.98 @ Newegg)
Mouse & Keyboard: Cooler Master Devastator II Wired Gaming Keyboard w/Optical Mouse  ($28.99 @ NCIX US)
Headphones: Logitech G430 7.1 Channel  Headset  ($39.99 @ Best Buy) -should probably get this now while its this cheap
Total: $497.90

Since this is a Skylake build, you won't be transferring your 8gb ddr3 ram. Just add another 2x4gb to your current PC. You might also wanna consider just giving your brother your current PC and get this as your own when you've added in the missing parts. The i5-6500 is slightly faster than the 3570k(@stock clocks at least) when gaming.
