Having fps issues with gtx 970

So i recently got my gtx 970 and a CX 600 watt power supply 80 plus bronze. I am getting max 150 fps in csgo on lowest settings, if i go max it's between 60-110. It feels really low when i look at the numbers, my GPU is at 20-30% load and that load number does'nt move if i max out or choose the lowest settings possible at 1080p. The performance is equal too my latest graphics card before upgrading (r7 240) but that was running at 100% load at all times. Is there any fix for this? i've tried the latest drivers (368.81) and i'm currently using 362.00. Theres no improvement or performance loss if i change drivers. I can max out GTA V getting 30-80 FPS in large cities while not ever having over 50% load, the card itself refuses to go over that limit even if i have set the maximum power usage too the max which is 106. Paired with the gtx 970 i got an amd a10-7800, i get it it's an bottleneck if you now say so but the performance i have is equivelant too my r7 240 which i think is hella surprising. CPU load never goes above 50% either.

Go into nvidia control panel and ensure your power is set to maximum performance.

do you have vsync enabled?

It's always off, chosen in nvidia's control panel.

Verify in-game that its off. When I personally turn vysnc on in BF4 my GPU never gets above 40% utilization while maintaining my 60 FPS.

It is off in any game i play, there is times where i dip below 60 and either the proccessor or the gtx 970 does'nt do anything about it in usage wise.

Only got 1 on my current motherboard, so i can't.

i had the same issues, turned out my pci-e slot is damaged. Can you test the GPU in another PC?

CPU bottlenecking, it might be it but my friend got same proccessor and motherboard but he got an r9 280x and got almost double the fps i do.

What cpu? Are they overclocked? Check msi afterburner and any other software to make sure that there isn't a framerate limiter enabled. (No I'm not talking about vsync and this would bypass any vsync setting in the nv control panel)
