Well I think i need to say that if you touch it for your finger 41 degrees C are hot but for a Computer it actually isnt. But if your Southbridge is around 60 degrees C try to replace the Power Supply and take a look if it disappears... if not contact MSI for a replacement.

unplug everything that is not necessary to function and use onboard graphics to boot and test things out. 

 

in short, no that is not normal and not good for the board.

I see in your profile that you have a 

Thermaltake TR2 750w

 

This is a Tier 7 PSU on the list in my signature link. This is the worst tier you can get :( You need to seriously upgrade your PSU to a Tier 1 or Tier 2 for best, stable performance you can get. 

 

This is most likely the source of your issue.

I bought it 4 years ago when i wasn't as tech savvy, I look at getting a replacement

Yea, I would get it like yesterday. I personally would recommend an EVGA G2, its one of the best you can get.
