Hi

I recently was forced to update my wondows 10 computer, but 2 hours later of updating when I turned back on my computer I was greeted with a blue screen saying my hard drive needs to be repaired (first picture) and given the error code 0xc000014c after some research I made a bootable usb to run repairs in the os and was this time greet with a blue screen asking if i wanted to continue the update or put a clean copy of windows 10 on my system (second picture). My question is if i put a clean copy of windows 10 on my computer will it delete all of my personal files and programs?

Yes, a clean copy will have you a fresh drive.
An update will save all your files and programs.

So does that mean a clean installation will remove my personal files?

Yes.

'The major advantage of doing an in-place upgrade is that you don't have to reformat your hard drive. The new operating system will simply replace your previous installation, and you'll be able to keep all of your files and programs...you can opt to format the hard drive and start with a clean install of windows 10.'
