.NET Framework infinite installation

Need help installing .Net framework 4.6.2

Issue is that it "installing " Bar does not move.

Things that i have tried.

>Different versions of Framework

>Restarting PC

>Killing Processes that Installer says it needs to close (with process Hacker)

>.Net framework Repair tool
