odd fps issue

o, today i received my rx 470, i get the drivers installed and i notice things look slightly choppy (like moving the mouse and icons) but didnt think much of it. then i got to play a game of overwatch and notice that my fps counter is readin about 90 fps on the epic preset at 1080p. even though the frame counter is saying 90 the screen is looking like its running at 30 fps or somewhere in that ball park. i went into the custom resolutions tab in the radeon driver settings to look and see what fps it was running at currently. it says 30 interlaced so i then promptly change that to 60 progressive. i cant seem to find any other setting that wuld fix this issue. any help is greatly appreciated!

Check that V-sync isn't on and that your monitor resolution is set to the appropriate refresh rate. I know when I make GPU changes my monitor resets from 144hz to 60hz..

use DDU to uninstall gpu drivers then reinstall them
