  1. 1. 980Ti or 1070

Both are about equal at stock,  but the 980ti can OC farther ( % ) .  But nvidia will probably drop maxwell just like kepler very soon.

AMD Ryzen R7 1700 (3.8ghz) w/ NH-D14, EVGA RTX 2080 XC (stock), 4*4GB DDR4 3000MT/s RAM, Gigabyte AB350-Gaming-3 MB, CX750M PSU, 1.5TB SDD + 7TB HDD, Phanteks enthoo pro case

True,  but it still wouldn't surprise me if it stipp happened.  Nvidia wants people buying new cards.   You also need to remember pascal brought new tech like ansel

The 1070 does have more, slightly faster VRAM and has 6.7% more TFLOPs when at the boost clock. If we're assuming the IPC is similar, then it's probably not going to make that much of a difference, especially when the original Titan X has only 9.1% more TFLOPs at boost clock and twice as much VRAM but performed only very slightly better. Better drivers are probably going to change things some time in the future, but for now, I don't think it matters. You're going to have to be okay with turning down settings regardless of which card you go with if you want a good experience.
