Budget 'Runescape-PC'

I'm looking to build a budget PC for a friend, they only really play Runescape so I'm debating if it's even worth it but thought I'd spec a build anyway. Small form factor is a must as it needs to be easyish to transport and hide away. mATX generally seems cheaper than mITX in terms of board and case. My main question though is whether or not on board graphics would be good enough to max out Runescape as it suggests at least Radeon HD GPU however vague that is. Beyond that it just needs to be a good solid build that'll last with some upgrade potential. Also I've seen a lot of guides from quite some time ago or newer ones based on outdated information as the game isn't just browser based anymore and is definitely 1080p at the least whereas these build guides I'm finding are saying onboard i3 graphics could easily max the game with barely any load.

As a basic template I'd say

i5/Athlon X II minimum

8GB RAM

mATX mobo

1TB HDD

Around 400W PSU

mATX case

Wi-Fi card

Windows included in price

I'm just not sure on the GPU

Budget is around £350 but could go over a bit.

Thanks in advance for any help or insight :)

For the pleasure of building, here's a build. :)

I assume he'll want to do browsing and only play runescape and some other light games, so he won't need more than 250GB of space. An SSD is a great upgrade for him.
