I am looking at an FPV drone to learn on (I have a very open space near me btw), specifically the Syma X5SW-1. I have 2 questions: 1) Is it a good drone? 2) How does the wifi network work? Does my phone and the drone need to be on the same network (limiting me to using my phone's hotspot) or does the drone create a network (like some printers do) that I connect to on my phone?

K, first check out my so you want a drone guide in my signature, I think you could use some of the info there. The wifi networks on multirotors such as the dji phantoms are for the video feed. You connect to them using your phone or tablet and use it for the video feed. Control should be over a 2.4ghz band that you don't have to worry about.
