CPU Fan

Im looking to quiet my cpu fan with out loosing on performance. Right now I have a Cooler Master Hyper 212 Plus and it is just very loud I need something a little bit quieter.The specs for the cooler master fan is 120mm, 76.8 cfm(max), 32dBA(Max) . Im looking in the 20-28 dBA range. What are some fans I should look at, I am not looking to spend more then 20$ + shipping.

Get a Noctua NF-F12 they're near dead silent while still delivering top notch performance
