Youtube playing issue.

Some things just won't play on youtube. Can somebody help me with this? I made a video on the issue here:

I noticed something up the top right flashing when you reload the page. It looks like a blue book? Try disabling that and see what happens.

For me, if I'm not signed in, I see a "sign-in to confirm age" button instead of just a button to confirm your age. Try signing in to Youtube.

I am Signed in, as you can tell in the video.

Check in your account settings on the bottom of the page.

It is off.

The only other thing I can think of is if you're under 18, you're being blocked or maybe a secondary Google account logged in that is under 18.
