Can you guys recommend a 'decent' laptop that can play like nba 2k16 on average fps?

I would say this is not possible at that price point. You can definitely buy a laptop for $300 that will run the game, but it will be a really crappy experience. If you absolutely cannot spend more than that, you should look for a used one.

Even a 22k PHP ($450 USD) laptop probably wouldn't give you satisfactory results.

 

Your best option at your budget is buying used.
