The iPhone SE has the internal power of an iPhone 6S, but in the smaller form factor of an iphone 5/5S that many people enjoy.  There are, however, some drawbacks.  The iPhone SE only has the original TouchID so it's much slower than the 6S.  The iPhone SE also doesn't have 3DTouch.

The main reason Apple made the SE is because they didn't want the people that like the smaller design to be stuck in the past.

To answer question - yes it is,, if he can make the 4 last for a bit longer and save for a better phone (moto X?) it's definitely worth it in the end.
