They will still be at 100% on boot. Thats part of BIOS selftest procedure. The BIOS fan control will kick in after few secs. If you still want to reduce speeds, you need hardware controller.

 

I personally wouldn't risk bricking mobo for some custom made version, if I would be unsure about flashing official update on it.

Like I said, hardware controllers. Or using LNA. Both options lower max speed of fan. With LNA you can't go higher than what 7v speed would be. With fan controller you turn knobs to change voltage. Problem with those are that some fans don't turn on if voltage is lower. Third option is to get better fans.

 

And fourth to think how often you boot / wake PC  for this to be issue. Its only for few secs.

what fans would solve this? unless u get 400-1000rpm fan or something.
