So I have a weird problem, and I will explain as good as I can

TLDR: Computer continually reeboots with 3 sec intervals. To make it turn on, I have to take out the power-plug, turn off the PSU, wait ten seconds, then replug and start.

Long version:

So I moved to anew appartment, started up my PC, and everything was fine. I had bought a new USB-network card as I do not have wifi integrated. So I realized that to get wifi, I had to install via the CD that came with. The CD drive was not plugged in, so I shut down the PC and plugged it in. Now, for some reason, the PC did not respond at all. No lights, no fan, nothing. When I plug the CD-drive out, it starts continually rebooting. It turns on for 3 seconds (ish), then shuts down for the same amount of time.

I then (after a lot of other methods) find out that if I unplug the PSU fromt he socket, it will turn on, but I have to do this every time I start it. I also have to let it reboot. If i unplug the PSU right away, it will still continually reboot the first time.

Also, I have to enter BIOS as the overclocking fails every time i turn it on.

Back in my old appartment now, and it is still the same.

I have never had a problem similar to this, do anyone know what the problem could be? The PC works fine after it has booted.

Specs:

ASUS Sabertooth P67

Intel I7 2600k

Corsair H100GTX Watercooling

EVGA GTX 980TI

Some Corsair SSD

Some HDD

Some CD-Drive

Corsair GS800 PSU

NZXT Phantom ATX case

Thanks!
