The CPU is ok, however since it is locked you might want to consider downgrading the motherboard to a B150 motherboard since a non-K CPU with a Z170 motherboard (unless he plans to upgrade) is a waste and I doubt he will do RAID (but just in case he wants to, H170 will work).
For the GPU I suggest just go for what is the cheapest available but note that if you go with an RX 480, crossfire can be done to achieve better performance.
RAM is RAM.
That hard drive is good. He can live without an SSD for now but if you go with my advice to lower down the motherboard, reallocate the budget from that to an SSD, preferrably Intel, AData or Samsung.
Replace the PSU with a Seasonic S12II-520. It's better in terms of quality and has 20W extra headroom. Plus it's really silent.

Hope all goes well! ^_^

how does this look

i forgot seasonioc and be quiet is not available in india (seasonic 700w+ are available via overclockers but they cost a lot more)

Stay away from the VS Lineup. Anything Corsair that is VS/CX/CS/CXM is bad.
Go for EVGA.

If it was me, I'd replace the Z170 motherboard with a B150, H110, or H170. (Since you're using a non-K CPU and your brother will probably never overclock anyway.)

With the money saved from the motherboard, I'd replace the HDD with an SSD. Even a 250Gig SSD should hold everything your brother "needs" and will make the whole system "snappier".

P.S. people seem to keep passing around this meme about Corsair power supplies. You can basically ignore them.

A sieve may not hold water, but it will hold another sieve.

i5-6600, 16Gigs, ITX Corsair 250D, R9 390, 120Gig M.2 boot, 500Gig SATA SSD, no HDD

Go to flipkart.com, they have seasonics there. An s12ii costs about mid 5000 rupees.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W
