change CPU voltage to 1.45v in UEFI (no multiplier change).

boot to OS. run load app and monitor temps with same 4.5GHz and note temps (assuming the RAM speeds are default 1333/1600).

if under 80°, reboot with a new 4.6GHz and reload, note temps. once in the 85° under load, you pretty much have gone as far as the silicon will let you.

I actually tried that, but it doesn't post any beyond 1.4 V

won't POST past 1.4v? even with a stock multiplier? then you have either exceeded the VRM or UEFI capabilities.

UEFI/BIOS version should be 1.D (latest) or minimum 1.7 for stability add-ins.

 

there are multiple over-volt protections and VCCIN that maybe hampering, but if you bypass these there may come some protections that are not reversible.

This maybe the bottle neck: a CX600 power supply.

go buy a real CPU.
