Disk boot failure error

so im on the process of building a pc out of spare parts

firstly the hard drive wouldn't show up when loading windows (I did everything I could, still nothing)

so I stuck the dive in a different pc and installed windows on it.

I have now stuck it in the pc, and am getting disk boot failure.

really stuck. I have reset all bios settings, ect...

specs are

stryker ii nse

q9550

4gb ddr3

seagate 500gb survalance

750w topower

My rig: r7 1700 @ 3.9/1.35v, 16gb ddr4 3200, assorted rando SSDs, hx 1050, vega 64 1650/1025

theres way to bypass this by launching it in safe mode. When it gives you options to fix the issue, click advanced and some other shit, with compapiltiy and theres option to launch in safe mode. After that you can reboot without and it should work normally

how do I get to safe mode?

If you install Windows on PC A and then plug that drive into PC B, will Windows just try and detect all the hardware changes, load drivers and you can use that HDD in PC B?
